With major roads swamped, photographer flies to Port Arthur

Port Arthur, Texas, had been virtually cut off when major roads in town were swamped by rising waters brought by Harvey.

So when the sun was rising over East Texas on Thursday, that’s where Associated Press photographer Gerald Herbert took his plane first.

Herbert got his pilot’s license four years ago, and took his Cessna 172 4-seater single-engine airplane up to get photos from the air of cities and towns near the Texas-Louisiana border, around 90 miles east of Houston.
