Two facing felony charges after dogs found chained to pole, eating insulation

NEWBURGH HEIGHTS, Ohio – Police arrested two people on felony animal cruelty charges after four dogs were found living in what officials described as deplorable conditions, according to WJW.

Police Chief John Majoy said the city’s housing inspector called officers after he found the four dogs during an inspection of the home on East 53rd Street.
