NEW YORK CITY—With painted faces, bowler hats, or in black business suits, hundreds of people listened intently on their United Nations’ issued interpreter headsets as Canada’s Minister of Indigenous and Northern Affairs, Carolyn Bennett, addressed the UN on Tuesday.
