Amendment forces Cultural Council to submit spending plan

The state Senate is ramping up oversight of the free-spending Mass Cultural Council by passing an amendment requiring the art agency to draft a spending plan by the fall.

“That’s meant to beef up the accountability,” state Sen. Edward M. Kennedy told the Herald. The Lowell Democrat authored the amendment.
