Tennessee GOP Leaders Top Legislative Effectiveness Rankings

NASHVILLE, TENNESSEE β Tennessee House Majority Leader William Lamberth of Portland and Senate Majority Leader Jack Johnson of Franklin have been ranked as the state’s most effective lawmakers according to a new study released this week by the Center for Effective Lawmaking.
The rankings, based on legislators’ ability to sponsor and pass bills during the 2023-24 session, found that Republican leadership dominated the top positions while Democratic lawmakers struggled to advance legislation in the GOP-controlled General Assembly.
Lamberth Leads House Rankings
House Majority Leader Lamberth emerged as the most effective House member after introducing 144 bills during the two-year period, successfully passing 52 through the House chamber and seeing 47 become law. The Portland representative’s legislative productivity stood out among his colleagues in the Republican-controlled chamber.
The study highlighted Lamberth’s energetic approach to lawmaking, noting his constant movement between committees and active presence on the House floor to ensure smooth operations. His rapid-fire speaking style and hands-on management approach have become hallmarks of his legislative leadership.
Senate Leadership Also Recognized
Senate Majority Leader Johnson of Franklin claimed the top spot among senators in the effectiveness rankings. Johnson, who is reportedly being considered for the next Senate Speaker position, demonstrated similar success in advancing Republican priorities through the upper chamber.
The Center for Effective Lawmaking’s methodology focuses on lawmakers’ ability to introduce bills and shepherd them through the legislative process to final passage, though the study does not evaluate the specific content or impact of the legislation.
Party Dynamics Affect Results
The report confirmed what political observers already knew: Democratic lawmakers face significant challenges passing legislation in Tennessee’s Republican-dominated legislature. The GOP holds a supermajority in both chambers, making it difficult for minority party members to advance their priorities.
Voting patterns in the General Assembly typically break down along party lines with 75-24 margins being common. According to the analysis, the few close votes that occur generally involve controversial issues such as private school voucher programs.
The effectiveness rankings cover the 113th Tennessee General Assembly’s regular sessions from 2023-24 but do not include data from the recently completed regular and special legislative sessions that concluded earlier this year.
The Center for Effective Lawmaking, which conducts similar studies of legislative effectiveness across multiple states, uses bill introduction rates, passage success, and lawmaking advancement as key metrics in determining overall effectiveness scores for individual lawmakers.
