DETROIT, MICHIGAN β€” The Michigan Economic Development Corporation has asked a state Court of Claims judge to dismiss a lawsuit filed by Global Link International over the termination of a $20 million state grant, arguing the nonprofit’s legal challenge is both untimely and without merit.

The MEDC cancelled Global Link’s grant in March 2025 after the nonprofit failed to comply with multiple stipulations, including failing to file required annual reports. Global Link filed its lawsuit in May alleging the state illegally terminated the funding agreement.

In its motion for summary disposition, the MEDC cites delays in filing the lawsuit as making the entire legal challenge “untimely.” The state agency argues that Global Link previously waived and released the claims it now seeks to pursue in court.

State Defends Grant Termination

“GLI’s lawsuit does an about-face and seeks to revive long-ago waived and released claims,” the MEDC motion states. “This court should not allow it to do so.”

Apart from procedural arguments, the MEDC maintains that cancelling the grant was legally justified based on Global Link’s non-compliance with grant requirements.

Danielle Emerson, Public Relations Manager for the Michigan Economic Development Corporation, said the state agency views the lawsuit as fundamentally flawed. “This case is baseless from both a procedural standpoint, as well as on its merits,” Emerson said. “We look forward to making our arguments to dismiss this case in its entirety. MEDC remains committed to transparency, as well as being responsible stewards of taxpayer dollars.”

Criminal Charges Filed Against Nonprofit CEO

Global Link’s lawsuit includes five counts against the MEDC, alleging interference with business relationship and expectancy and breach of contract. The legal dispute comes as the nonprofit faces additional scrutiny over its handling of state funds.

Fay Beydoun, CEO of Global Link and a businesswoman, was criminally charged by Attorney General Dana Nessel in May over alleged misuse of the $20 million in state funds. The criminal charges add another layer of complexity to the ongoing legal battle between the nonprofit and the state economic development agency.

The case highlights ongoing tensions over accountability and oversight of state grant programs, particularly involving large funding commitments to nonprofit organizations. The Court of Claims will ultimately decide whether to dismiss Global Link’s lawsuit or allow the case to proceed to trial.
