Former Haywood County Deputy Indicted on Rape, Misconduct Charges
A former Haywood County deputy faces rape and misconduct charges after TBI agents found he allegedly assaulted a woman during a traffic stop. He turned himself in on a $250,000 bond.

HAYWOOD COUNTY, TENNESSEE β A former Haywood County Sheriff’s Office deputy faces rape and misconduct charges after a Tennessee Bureau of Investigation probe found he allegedly sexually assaulted a woman during a traffic stop.
Indictment Returned After Investigation
The TBI launched its investigation in August 2025 at the request of 28th Judicial District Attorney General Frederick Agee. Special agents were asked to look into allegations of misconduct involving Marvin Lee Norfolk, Sr., born January 17, 1963, who was employed as a deputy with the Haywood County Sheriff’s Office at the time the investigation began.
During the investigation, TBI agents gathered evidence alleging that Norfolk sexually assaulted a woman during a traffic stop while serving as a law enforcement officer. The specific circumstances surrounding the stop were not detailed in the TBI’s announcement.
Grand Jury Returns Four-Count Indictment
On June 22, 2026, a Haywood County Grand Jury returned an indictment charging Norfolk with four counts: one count of Rape, one count of Attempted Rape, one count of Official Misconduct, and one count of Tampering with Evidence.
Norfolk turned himself in on June 23, 2026, with the assistance of the United States Marshals Service. He was booked into the Haywood County Jail on a $250,000 bond, according to the TBI.
Charges Are Allegations, Not Evidence of Guilt
The TBI noted in its release that Norfolk is no longer employed as a deputy with the Haywood County Sheriff’s Office. The agency did not specify when his employment ended or whether he was separated from the department before or after the investigation concluded.
According to the TBI, the charges and allegations referenced in the case are accusations of criminal conduct and do not constitute evidence. Norfolk is presumed innocent unless and until proven guilty beyond a reasonable doubt through due process of law.
