JEFFERSON CITY, MISSOURI β€” Election officials across Missouri are unable to update voter registration rolls to reflect the state’s congressional districts because the Secretary of State’s office has not opened the statewide voter registration system for necessary changes, according to the president of the state’s county clerks association.

Miller County Clerk Clinton Jenkins, a Republican and president of the Missouri Association of County Clerks and Election Authorities, said Thursday that he and other county clerks and election boards are waiting for guidance from Secretary of State Denny Hoskins.

Uncertainty Over Referendum Petition

The delay is due to uncertainty surrounding a pending referendum petition that could put Missouri’s congressional map before voters. Boone County Clerk Brianna Lennon announced earlier this week that she would not update voter rolls until Hoskins determines whether the referendum petition has enough valid signatures.

“I am a Third Class County clerk and I am not a genius and she is a lawyer and I am not going to dispute what she is saying,” said Jenkins, who has served in office since 2015.

Legal Complications Create Administrative Challenges

In a letter to Hoskins on Wednesday, Lennon explained that a Missouri Supreme Court ruling issued Tuesday creates difficult administrative conditions. The court determined that the legislation creating the current congressional maps could be suspended retroactively if the referendum petition receives certification for the ballot.

This retroactive suspension possibility makes it unclear which district boundaries should be used for upcoming elections, according to Lennon’s analysis. The uncertainty directly affects how county officials should assign voters to congressional districts in their registration systems.

Statewide Impact on Election Preparations

The administrative freeze affects all 114 counties in Missouri, as the statewide voter registration system controlled by the Secretary of State’s office remains closed to updates related to congressional district assignments. County clerks report they are unable to proceed with necessary preparations for future elections without clear direction from the state.

Jenkins noted that county election officials are following proper protocol by waiting for state-level guidance rather than making independent decisions about district assignments. The situation highlights the complex relationship between legal challenges to redistricting and the practical requirements of election administration.

The congressional map in question has faced criticism as gerrymandered, leading to the referendum effort that now complicates the implementation timeline. Election officials stress that resolving the uncertainty quickly will be essential for maintaining smooth election operations across the state.
