Terra State Community College Under State Fiscal Watch for Financial Issues
Ohio’s Terra State Community College faces state financial oversight after missing audits and vendor payment issues triggered fiscal watch status.

FREMONT, OHIO β Terra State Community College has been placed under fiscal watch by the Ohio Department of Higher Education due to financial deficiencies, including missing audits and vendor payment delays.
Chancellor Mike Duffey placed the Northwest Ohio community college on fiscal watch status March 23, following a recommendation from Ohio Auditor Keith Faber made March 17. The college did not complete annual audits for the 2024 and 2025 fiscal years and faced challenges with timely vendor payments due to issues in their payment processing system.
“(Terra State) had cash flow that may not be sufficient to cover liabilities, suggesting the presence of a significant negative variance between Terra’s most recently adopted annual budget and actual revenues or expenses at the end of the fiscal year,” according to Duffey’s letter dated March 23.
College Operations Continue Despite Financial Oversight
The Sandusky County institution remains open while addressing the financial issues that triggered state intervention. Terra State must now adopt a comprehensive financial recovery plan within three years to remove itself from fiscal watch status.
College officials assured the campus community that academic programs will continue without interruption. “Students, faculty, and staff should expect no disruption to academic schedules, campus services, or the daily operations of the college,” the college stated in a news release last week.
Recovery Plan Required Within Three Years
Under Ohio’s fiscal watch requirements, Terra State must demonstrate improved financial management and stability to regain full operational independence. The college board has committed to addressing all identified deficiencies while maintaining educational quality.
“The College remains committed to remedy all deficiencies and continue to meet the institution’s mission of providing the highest quality education and training to our students, faculty,” according to the institution’s statement.
The Ohio Department of Higher Education’s fiscal watch designation allows the state to monitor the college’s financial recovery efforts and ensure appropriate oversight during the remediation period. Terra State serves students throughout Northwest Ohio with various academic and workforce training programs.
