Memphis Woman Arrested in TennCare Fraud Investigation
Memphis woman faces theft charges after TBI investigation reveals she submitted 135 hours of overlapping TennCare caregiver claims over 14-month period.

MEMPHIS, TENNESSEE β A Memphis woman has been arrested following a nine-month investigation by the Tennessee Bureau of Investigation into fraudulent TennCare claims totaling thousands of dollars.
Iris Shaw, 40, was charged with one count of TennCare Fraud and one count of Theft of Property valued between $2,500 and $10,000, according to TBI officials. She was booked into the Shelby County Jail on April 16 and released on her own recognizance.
Investigation Timeline
The investigation began in July 2025 when TBI’s Medicaid Fraud Control Division received information from the BlueCare Special Investigations Unit alleging fraudulent caregiver claims. Special agents discovered that Shaw had submitted overlapping caregiver service claims in violation of TennCare regulations.
Between February 2024 and April 2025, Shaw submitted 135 hours of overlapping caregiver services, investigators found. TennCare rules prohibit caregivers from billing for services provided simultaneously to multiple clients.
TBI Medicaid Fraud Division
The arrest warrant was secured by TBI agents as part of the agency’s efforts to combat healthcare fraud in Tennessee. The TBI’s Medicaid Fraud Control Division operates with significant federal support, receiving 75 percent of its funding from the U.S. Department of Health and Human Services.
For the current fiscal year 2025-2026, the division received $11,616,724 in federal grant funding. The remaining 25 percent of the division’s budget, totaling $3,872,240, comes from state funding.
Shaw’s case is the latest in a series of TennCare fraud investigations conducted by the specialized division, which focuses on protecting Tennessee’s Medicaid program from fraudulent claims and ensuring proper use of taxpayer funds.
