TAMPA, FLORIDA β€” A Florida task force exploring ways to maintain the state’s competitive edge in college athletics is considering creating student-owned trust funds for college athletes as a solution to address instability in the Name, Image, and Likeness era.

Ken Jones, a member of the State University System Board of Governors and chair of the newly-created Task Force on Intercollegiate Athletics, presented the trust fund concept during the group’s meeting in Tampa on Thursday. The proposal aims to address the financial chaos that has emerged since the 2021 U.S. Supreme Court ruling that allowed athletes to profit from their names, images, and likenesses.

Trust Fund Model Proposed

Jones, founder of a Tampa financial firm, outlined what he called a “novel” approach to the current system. “I think that the state of Florida should explore a structural model where a percentage of NIL earnings can be directed into a professionally managed, athlete-owned trust that vests over time,” Jones said.

The trust fund would serve as a foundation to stabilize the current transactional system, according to Jones. He emphasized that the trust would encourage financial stability among college athletes while addressing the rapid turnover of student transfers seeking better financial opportunities.

Addressing Athletic Instability

Since the Supreme Court’s 2021 decision, college athletics has experienced significant upheaval. Students have been transferring from school to school seeking the best financial opportunities, while universities have fundamentally changed how they budget for sports programs.

“We’re not simply convening a committee here. We’re stepping into one of the most consequential transitions in the history of college athletics,” Jones said during Thursday’s meeting.

The current environment has created a patchwork of policies as universities, conferences, governing boards, and state legislatures all seek to establish fairness, regulation, and direction in the evolving landscape.

Florida’s Leadership Role

Jones emphasized Florida’s historical position in college athletics and the opportunity for the state to lead in shaping future policies. “Florida has always been a state that competes at the highest level, and it leads at the highest level in college athletics. This is our chance to do something to shape the future and shape how this system works going forward,” Jones said.

The Task Force on Intercollegiate Athletics was created to help Florida maintain its competitive position in the changing college sports environment. The group is examining multiple approaches to address the challenges created by NIL policies, with the trust fund representing just one potential solution under consideration.

The task force continues to evaluate various proposals as it works to develop recommendations for maintaining Florida’s prominence in college athletics while addressing the financial and competitive challenges facing universities across the state.
